Methodological approaches in evaluating the impact of innovation parks on urbanism

Introduction. The development of innovation parks in Ukraine is seen as an effective institutional factor in the modernisation of urbanism through the revitalisation of innovation activity at all levels of the economic system. The article clarifies the interpretation of the concept of an innovation park as an institutional platform for inter-subjective cooperation that ensures the modernisation of innovation infrastructure, commercialisation of research results, digitalisation, and environmentally balanced and inclusive urban development. The author’s approach to the scientific and methodological support for assessing the effects of urbanism, which takes into account the impact of innovation parks based on the definition of evaluation indicators, performance criteria, and indicators of knowledge intensity and innovation capacity of the gross municipal product, is substantiated.
Objective. To substantiate the vectors of formation of a system of new knowledge in terms of methodological approaches to assessing the impact of innovation parks on urbanism.
Methods. In the course of the study, a set of general scientific and special methods was used to substantiate the provisions presented in the article, in particular: historical and logical - in the study of innovation infrastructure and substantiation of the impact of the phenomenon of innovation parks on modern urbanism; analysis and synthesis - to compare the main approaches to the interpretation of concepts and methods of calculating estimated indicators of knowledge intensity and innovation capacity of gross municipal product; correlation and regression analysis to build predictive models of changes in gross municipal product.
Results. The research proves that innovation parks are an institutional element of the market infrastructure that forms a platform for inter-subjective cooperation in the development and commercialisation of research results and increasing the innovation capacity of cities in the context of digital and environmental transformation of innovation ecosystems, which is the basis of modern urbanism. The development of innovation parks as a financial and industrial phenomenon of urbanism requires updating the scientific and methodological support for assessing the effectiveness of the impact of the innovation component in urban research. The concept of an innovation park as an institutional platform for inter-subjective cooperation that ensures the modernisation of innovation infrastructure, commercialisation of research results, digitalisation, and environmentally balanced and inclusive urban development is clarified. The article builds forecast models of changes in the gross regional product of Ternopil region to assess its dynamics. The necessity of revitalising the processes of development and implementation of innovative projects as an important factor in increasing the innovative activity of enterprises is proved. The factors that have a negative impact on ensuring innovation in the Ukrainian realities are systematised, which allowed to substantiate the feasibility of developing innovation parks as an element of market infrastructure. The scientific and methodological support for assessing the effects of urbanism, provided by the innovative component of economic growth, based on the allocation of the evaluation indicators of the city’s innovation capacity, evaluation criteria for maximising the number of innovation-active enterprises, has been developed. The methodical approaches to calculating the estimated indicators of innovation capacity and knowledge intensity of the gross municipal product are substantiated.
Prospects. The formation of modern cities as regional innovation ecosystems will require the modernisation of the market innovation infrastructure, which is due to the need for systemic digital and environmental transformations in the field of urbanism. The expediency of developing innovation parks as a financial and industrial phenomenon of modern urban transformations is actualised. The scientific and methodological support for assessing the effects of urbanism generated by the innovation component in terms of growth of innovation and knowledge intensity of the gross municipal product is substantiated to solve the problems of increasing the innovation capacity of the city.
