Creative Industries in the Structural Modernization of Ukraine’s Economy: A Matrix of Development Instruments

The study is devoted to the development of a matrix of instruments for supporting creative industries in Ukraine, with an emphasis on the financial-fiscal, institutional and regional dimensions of their functioning. The relevance of the study is determined by the growing role of creative industries as an economic sector capable of generating added value, employment, export potential and regional growth points. At the same time, regulatory identification and statistical recording do not ensure the transformation of creative potential into a sustainable economic result. The purpose of the article is to justify the matrix by systematizing financial-fiscal, institutional and regional support mechanisms, defining their levels of application, target problems and expected effects. The methodological basis includes a systematic approach, structural and logical generalization, grouping and the matrix method. Support for creative industries is considered through three interconnected dimensions. Financial-fiscal instruments provide access to resources; institutional instruments create rules, coordination, protection of intellectual property and organizational stability; regional instruments adapt support to the potential of territories and their entrepreneurial environment. The matrix links grants, tax incentives, preferential lending, public-private partnership, business and education platforms, creative clusters, hubs, smart specialization programs and local ecosystems with the problems they address and the expected results. It is concluded that the matrix makes it possible to move from fragmented support for individual initiatives to a more coherent policy for creative industries in the context of structural modernization and post-war recovery of Ukraine. Further research should focus on indicators for assessing the effectiveness of these instruments and their impact on employment, added value, export potential and regional ecosystems.
