Innovative Technologies of Public Administration as a Tool for the Intellectualization of the Development of Socio-Economic Systems of Territorial Communities

Abstract

The article addresses the problem of implementing an intellectual model for the development of socio-economic systems at the national, regional, and local levels, with particular emphasis on the need to intellectualize public administration within territorial communities. It is substantiated that one of the key instruments for solving this problem should be innovative technologies for the preparation and adoption of managerial decisions. Innovative management technologies are systematized, and the composition of innovative technologies for public administration of territorial communities is defined and classified. The experience of their application in the public administration of municipal entities in foreign countries is also examined. In accordance with the functional areas of activity of local authorities, matrices of key innovative technologies and their main tools are developed, and the essential characteristics of the most widespread technologies are revealed. The study identifies the areas and expected outcomes of their potential application in the practice of entities responsible for managing the development of territorial communities in Ukraine. A critical assessment of the current state of the use of innovative technologies in public administration within Ukrainian practice is carried out. Barriers to the implementation of innovations are identified. The necessity of an integrated and systemic approach to solving this problem is substantiated.
